The yellow squares represent the area where you can "hit" blanka, while the Red square indicates where he hits you. (Ignore the long yellow line infornt of blanka, that is just there to represent something else not used in this article.)
As you can see it is a very effective anti-air move because the active box (red square) is high and to the front of blanka, which protects the hitbox/s (yellow rectangles) to be able to get a clean hit (non-trade) you would have to hit him at such an angle, that is nearly impossible without trade as indicated by the yellow arrow. I think Jurie's jumping hard punch hits straight down, that would be one attack that could probably get away with a non-trade hit.
this seems to be a great move, that it might actually beat out a shoryuken from a distance (I'll have to do some testing).
Interesting stuff, I like a lot playing with Blanka when using this game, it is so effective and easy to use.

It's the green squares that indicate the hittable box. Not the yellow ones. The yellow boxes represent position and are used to determine what side you're on and stop you being able to walk through/over your opponent.
